So what is it that you would like to say... I mean what is after the verb?
I like the way you structured the prose just did not understand the final part ... things happened because of hesitation? is that ... what you mean I would like to know ??

Abt hesitation... i meant that the teardrop is hesitant to fall... as in someone whose emotions are in turmoil, is trying not to cry... holding on becasue if one tear drop falls then the dam holding back the flood will colapse!
